I have found double entries before but usually when one member of family were staying away from home

Phoebe Ann is daughter of William Hemmings
and went on to marry a Samuel Child in Sedgley Parish Church 3/11/1872

Also confirmed by fact that in 1871 Census Phoebe and two daughters living with John and Sarah Lloyd ( Sarah Hemmings daughter of William Hemmings)
