I have found double entries before but usually when one member of family were staying away from home

1861 Census Workhouse Lane Tipton Dudley Staffs.
William Hemmings Head 45 Labourer born Dudley Worcs.
Eliza Hemmings wife 48
William Hemmings son 17
James Hemmings son 11
Elizabeth Hemmings dau 9
Caroline Hemmings dau 7
David Hemmings son 5
Martha Hemmings dau 1
Phoebe A. Lone 26 ( is actually Lane)
Emma Lone visitor 3
Mary A. Lone 4mths.
Rest born Gornal Staffs.

1861 Census Jews Lane Sedgley Dudley Staffs.
Charles Lane Head 40 Brewer born Not Known
Phoebe Ann Lane wife 28
Emma Lane dau 3 Scholar
Mary Ann Lane dau 5mths.
Rest born Upper Gornal Staffs.

Phoebe Ann is daughter of William Hemmings
and went on to marry a Samuel Child in Sedgley Parish Church 3/11/1872
Phoebe Ann Lane 38 (wid) father William Hemmings
Samuel Child 40 (wid)

Also confirmed by fact that in 1871 Census Phoebe and two daughters living with John and Sarah Lloyd ( Sarah Hemmings daughter of William Hemmings)
