Shropshire Baptism recorded in Scotland

Matthew Dod was baptised in Melverley Shropshire on the 9th April 1738

This is recorded in two places....

My question is....why would Matthew be in the Scottish register if baptised in Shropshire?

Is this "Mort Roll" a register of deaths started in 1781? i.e Matthew died in Scotland post 1781?

I assume that when you moved to a new Parish, you informed them of your baptism details.

I have seen central registers for Presbyterians but the Melverley baptism was C of E.
