I would say this is them minus Joseph. He is not dead as Mary Ann says she is married.....

SHe would have been a minor at the time of the marriage.

I was wondering about prison but had the same problem in my head as with the armed forces -- the children are coming very regularly

If he is in the armed forces and stationed at home shouldn't he still appear on the census?

Having said that - as I can't find any of the Amos' clan on the 1891 did Joseph die mid 1880's and Mary Ann remarry? or was that when he was stationed abroad and took them all with him.

Did they include personal serving abroad on census?

If he was in the Navy then he would appear on some census as they were taken aboard the ships.

If he was stationed in a Marine or Army barracks in England he would also appear on the census.

If he was in prison he would appear on the census.

Maybe he was one of those people who just didn't trust the purpose of the census and made himself scarce when it came around?
