If you don't have any further information on Josephus and Samuel -- have you considered the possibility that Josephus was a Downs like his son and there has been a mistake made at some stage ? Unusual for a son to have a different surname to the father !

Joseph's parents were Susannah Downes and Josephus Heapy. They were never married, hence Joseph was Downes and not Heapy. As far as I can gather Josephus never married. Susannah eventually married Samuel Heapy when she was in her 50s. Eliza was Samuel's daughter from his first marriage to Betty (can't find her maiden name) but she died. So Joseph & Eliza were half brother and sister (though not blood relations).

Also, looking at the 1841 census again Josephus & Martha could actually be grandparents not parents looking at their ages
I'm sure I have the marriage for Samuel & Susannah somewhere so maybe his father is listed. I can't find his first marriage to Betty as I don't know her maiden name or where they married
