If it wasn't for the Internet they would probably hold records for the number of chats over the neighbours fence. If only we could harness the power of their typing fingers for the benifit of all mankind.....

Don't think it's a term of endearment or an insult - but I think in this case I'd lean more to the first than the last!!!
