The 1891 census shows a Rachel Burns as the Stepdaughter of John Perks and her mother Sarah Ann note that on the 1901 census below Sarah Ann is living with David and Rachel together with younger stepbrother William

Sarah Ann Naylor just dosn't seem to exist, no reliable birth reg, so I just found what was out there.
