Those are Josephs kids
it mentions on BCC that an Enoch Waterhouse and wife annie are living next door
to Joseph on 1901

just wanted info on Enoch so we can take the pair back and get parents
so on marriage look up I have a father to match with

I would say they are brothers there is only one Enoch that age.
