I can make out Eliza, the only marriage for Woodall / Eliza Brown is this one,

TiptonDudley St Thomas.
Marriage date 15 Dec 1844.
John WOODALL. of full age. bachelor. Labourer. Netherton. William WOODALL. Labourer.
Eliza BROWN. of full age. spinster. Netherton. Isaac BROWN. Miner.
Witness 1 Zachariah FORKES.
Witness 2 Mary BROWN.
Notes By Banns-Groom signed. Bride & witnesses marked X.

This could be John Woodall on BCC.

Which would fit with this,

Tipton Alexandra Road Cemetery.
Burial date 02 Mar 1885.
John WOODALL.
Person age 62.
