This confirms my thoughts, here's Elijah's wife Jemima (Robson) before they married....

1881: 24 Canal St, Oldbury
Sarah Robson 64 Head Widow Charwoman Beverley, Nottinghamshire (it says something else but unable to make it out)
Jemima Robson 22 Dau Unm Brickmaker
Sarah Jane Robson 2 days G.dau

so her daughter Sarah Jane was a Robson and was adopted by Elijah Franks?
