Immigration Names

I have a record here which lists an immigration of a man from Russia (specifically Grodno):

I am studying the surname "Gowler" and it doesnt seem to me to be a common name for a Russian.
Could he have just chosen a random name? What would have influenced this?

I thought he could have left from the UK, gone to Russia and then returned, but it doesnt seem he is a "Re-admission to British Nationality" as per the key at the bottom of the document?

Could it be that his family left for Russia (hence him having the Gowler surname) and then he has returned?

This is his marriage I think

GOWLER Albert H HARRIS Henrietta Manchester, Great Synagogue Manchester 512/5/97

On the 1861 census Henrietta's parents are both down as born Russia Poland. (Not helping at all)

I would think that would be his marriage too.
I will try to email them

I think he was Jewish too as he is referenced in a lot of Jewish documents
