Thanks Jimmy, she is a possibility. I think I've got notes on William & Louisa somewhere I'll check them out.
Checking the 1861 census shows that the householder was a baronet with property in London which might explain how Emily found herself in London for the 1871 census. I know ages/birth years on the census are flexible but it's unusual for a Hillman to be more than a year out, they seem to have known their birthdays.
