I don't know where to start with the "other" family, this may be James birth??

Death Certificate,
9th July 1866 Blackheath Rowley Regis, Phebe Boilstone, F, 73, Wife of John Boilstone, Colliery Labourer.
Jaundice not certified. Informant, J Boilstone in attendance Blackheath Rowley Regis

Birth Certificate is not the right one...
3rd November 1840 at Tipton. James, Boy, James Bailiss, Kezia Bailiss formerly Wilkes, Miner, X of Father James Bailiss father New Road, 21st November 1840
