I dont understand this "married 17 years", doesnt it means she was already married 17 years ago? Or she was 17 at her first marriage?

Means the age of Elizabeth isnt mentionned on the census 1901? Isnt it 29 ?
I think it is probably 29. And the "10" in the righthand corner belongs to the entry below so just ignore that
