Must be the Parents of Joseph, George and Thomas.

Maybe Mary died and Joseph then Married Phoebe Stevens? Although Joseph states he was a Bach on the Marriage to Phoebe, we cannot rely on that information, maybe he thought he was a Bach if he was a Widower?

He is the only one I can find in the records who is the right age. Witness at the Marriage was a Caleb Bloomer, a name that seems to be passed on down the line of descendants.

Of course if that is the same Joseph his 'Abt date of birth 1800' is not correct:-

I can't find him on the Census or in the Vicar's Notes, so maybe he is Joseph born about 1777 who Married both Mary and Phoebe?

The Joseph Bloomer who married Mary Darby is on the 1841 with no wife and on the 1851 shown as widowed. Believe Mary died 1831,( St. John the Baptist) Halesowen, age 59. That would make her born about 1772. Joseph, her husband, I believe was actually born about 1768. On the 1841 he says he was born about 1776, but on the 1851 he says 1771 which I believe is more correct. The witness,Caleb Booomer to Joseph's marriage is on the 1841 census with birth about 1771, he is listed with no wife and I could not find a marriage for Caleb. I believe he was a brother or cousin to Joseph.

I feel the Joseph and Thomas listed on BCC are correct except that the ages are a little off.

Joseph Bloomer married to Phoebe was c. 23 Sept. 1799 (close to 1800 on bcc) son of Joseph Bloomer & Mary
Thomas Bloomer married to Caroline Hadley was born 23 May 1803, c. 03 July 1803 (close to the 1805 on bcc) son of Joseph Bloomer & Mary

What do you think, do you feel I would be safe in connecting Joseph & Thomas to Joseph Bloomer, Sr. & Mary Darby?
