What surname to use on BCC

I am uncertain what surname to use for Nancy Follows on BCC.

She is mentioned on census's as Follows and Fallows. Also Fellows is used in 1881 for her family but Fallows on the image.
The family lived in Eel Street,Oldbury and there were quite a few of them so i asked my mother who lived there from the 1920's and she said she knew only Fellows in the street!!
What do i do?

I decided it was probably Fallows but now i've found a marrige Martha Northall - John Followes !!

I've put a marriage look up request on so i shall have to wait for that.
