This could be Joseph Humpage in the 1881 census.

I felt he may have been adopted out of the workhouse

If Emma was Huberts mother then why would he be known as Povey in 1891 and his birth certificate

My only other theory is Emma gave false name in the workhouse does anyone know if that was common?

The only problem is I cant find Harriet on any census even under the married name in 1901
