Both of his parents died, his mother I presume in childbirth

This one looks right:

He's living with Mary Ann Lowell (he's down as her nephew) and her daughter who's a shop proprietor at 46 George Street, West Bromwich.

Double checking the image on the 1911 census, it could be Powell but I can see why it's transcribed as Lowell !
