The Sarah Ann Cutler marriage is wrong it was John Brookes to Sarah Ann Cutler in 1876 West Bromwich.
Sarah Brookes died aged 34 in 1892 and Thomas married Florence Westwood
The Sarah Worton marriage looks a better bet

none of those kids are on the 1871

and have you tried looking for the births of those kids on the 1871
I couldn't find them

and why that middle letter C or O for them

I dont know who that one is in 1861 but not same one I dont think as the JOhn that marries elizabeth lowe

Phoebe C Brookes on 1871 Census was born Bedworth Warwickshire not Bridgenorth.
