This looks like a lady is using a mobile phone whilst walking in London in 1928.

Is she a time traveller?

Walkie Talkies were not invented till 1940 and weighed many kilograms.

I bet they used to talk all the time as they were on a silent set
so my guess is a Bloke walking by
hand up to face to hide his "blokish" face
and cos his hand is up there he has a bit of a chat to those around him
