Zeller Census Problem

As Nl knows I have been researching French Glass Workers at Chances Brothers who married into local families .
I have put most on bcc but a few problems have evolved which I would appreciate help with :-
The first is detailed as follows and Cannot find 1871 Census records I need to prove right Zeller family.
John Underhill born 1806 Langley Worcs. married Mary Unknown born 1811 not Staffs.and children were :-

1841 Census Spon Lane West Bromwich Staffs.

Note :- Francis Joseph Zeller was born in September quartile of 1857 West Bromwich
And a Joseph Zeller was born in December quartile of 1857 Kings Norton vol 6c page 427
The Joseph Zeller born 1857 Kings Norton I believe was son of Etienne Zeller and Barbara Stanger and were in Spon Lane in 1861 and moved to Sunderland Durham in 1871.
The only other likely Zeller was the Joseph Zeller noted above living with Joseph and Louisa Zeller and it possible he is Francis Joseph Zeller not plain Joseph.
Problem is I cannot find family on 1871 Census
Have Francis Joseph Zeller Census and other details from 1881 onwards
In 1881 he was at 209 Spon Lane Public House and this possibly ties up with fact that Joseph and Louisa Zeller were in Shoulder of Mutton Public House Spon Lane in 1861

I would say that 1871 family with Frances Joseph is the correct one. I have countless foreign families in my tree that are suddenly born in whatever county they are living in on census night. Joseph Zeller, Licenced Victualler, died on the 31st December 1868 according to the National Probate Calendar. He left less that £450 to his wife Louisa Zeller of West Bromwich.
