That's all there is on the transcript I have - it's probably a bit early to have witnesses listed.
I have just found a family link - Thomas Windsor married Anne Hackett Jan 1 1740; Anne was John's sister; the only Thomas I have found has parents John & Mary, so I'm thinking I should make that connection with a note of my reasoning.
What do you think?

Yes I think if it is a justified connection then that is ok and as you say add notes and why
you believe etc etc
