Are William Tether and James Tether brothers because in 1871 Dina Walker is living with brother James Andrews next door to William Tether and family

It looks like the are bros Wm and James
bapt for James but not for Wm
but
the Wm g.son with Thomas Tether in 1871 looks like son of Wm in 1861

so will check marriage for Wm Tether and Sarah Hackett
and connecting up
