Ok KDW has kindly looked this up for PD

but I dont know if it is the dau of Thomas Penn here...

he already has an Elizabeth Penn born 1832 so would they call another Dau Eliza if they have Elizabeth
suppose it is possible

so can we find a marriage for Thomas above and a bapt for this Eliza

she is here on the census

now if on the 1851 that Joseph Beddall is still with Steven Brooks and down as bro in law then yes she is dau of Thomas

interestingly some Brooks are with Thomas Penn and winfe Elizabeth on the 1841
living next door to Steven Brooks and Eliza
so those are prob Steven and Elizas kids..tbc
