Joseph Simcox m Martha Waldon 12 May 1834 All Saints West Bromwich

Perhaps that was Joseph's second marriage? Harriet born previously to another mother?

Perhaps Arthur in the 1841 is also from the first marriage?

Joseph/Sarah Simcox at West Brom
Arthur bapt 10 Jul 1825
Harriet bapt 10 feb 1828

Bit tricky this one.

Mmm!

1861 Walsall
Arthur Simcox m 30 engine worker Westbromwich
Susannah ditto wife 26 Walsall
Louisa Powell boarder unm 19 kitchen ditto
Harriet ditto ditto 7 ditto

Louisa and Harriet Powell are possibly daughters of William and Mary Powell, baptised in Walsall (IGI extracted) and it could be the same Harriet but I can't tie it all together.
