on the 1851 there is a David Manger aged 5 ...again no birth for mother Brettell
and 1861 Charles Manger son aged 19
I think maybe they are nephews of Thomas Manger taken in by Mary Brettell ..maybe father died.

On the 1851 Census I have David is 14, there is another son James age 5.
Definitely the correct family and address.
