Samuel married an Annie Withers in 1923 Halesowen St. John the Baptist and died 1934 Stourbridge

But cannot pin him down as to where he lived in 1911

He is noted as Samuel Jones on Census of 1911

I have note on BCC
Note :- Children of William Rudge took surname of his stepfather James Jones on Census but when married reverted to Rudge

Checked GRO and most of children were registered as Rudge mother Hackett

but for some reason Jones was put on Census until they married and they married as Rudge
