Have added more Census details and have found missing marriage as children of George Ashmore and Mary Burgess were all registered as Burgess

1) William Rupert Billingham born 1884 Dudley mother Hathaway

number 1 is on bcc as Rupert Billingham and married a Ann Adams Tibbetts ( on bcc but connection not made even though on bcc with Tibbetts family)
Number 2 complies with GRO and Grave
number 3 Cannot trace a mother Harper who married a Billingham and also there is a William Billingham born 1886 died 1887 Dudley

Their son William Billingham born 1886 died 1886 Dudley and I think she had a son William Billingham born 1890
