This all looks promising, especially as Salop Row is probably the same as Salop Street (it was formerly called Shropshire Row.)
The stone mason thing is odd since Thomas is only 15 -19 so it may not be right.
BUT - the clincher seems to be that the 1851 Census shows that Pheba (Phebe) was born in Sedgley so she seems certain to be "our" Thomas's mother.
The ages for both Thomas and Mary are 29 which fits exactly.

1841 census shows a Mary Scott living a few doors away from Thomas too.

Father for Thomas who marries Mary Scott is T. Fellows according to his marriage to mary
Then on bapt for george it is thomas
marriage for george fits so looks like Thomas and Phebe marry

I have found the following via Ancestry Family Tree Maker. Entering Thomas Fellows' parents as Phebe Fellows and Thomas Fellows led to a Trobridge/Fiege family tree here: http://person.ancestry.co.uk/tree/96563 ... 0124/facts
