Can't see anything for him or father, I can't see him in 1881 either.

I can't find him either. The most likely one has a father named Isaac.
I couldn't find a birth or marriage registration for an Arthur Billingham in the right period to be his father either.

Yes, but that is Arthur jnr witnessing the wedding of his wife's sister. Can you see Arthur snr anywhere at all? Or Arthur jnr as a witness to a wedding that is not on his wife's side?

I am thinking along this line too. He states Mushroom Green on census too. Yes NL its a reg marriage so would need buying.
