Samuel is a widower, the other three unmarried I think.

But I'm inclined to think that there is a missing line there.
1851: Cronehills,West Bromwich
Susanah Whitehouse 59 Head Wid Retired Brewer?? Oldbury, Shropshire (age could be 52)
William Whitehouse 20 Son Puddler West Bromwich
Susanah Whitehouse 18 Dau West Bromwich
James Whitehouse 13 Son West Bromwich
Caroline Whitehouse 11 Dau West Bromwich
William Waterbury 59 Lodger Wid Lab Kelington, Oxfordshire
Charles Waterbury 20 Lodger Unm Lab Kelington, Oxfordshire
John Waterbury 17 Lodger Errand Boy Kelington, Oxfordshire
Priscilla Bates 43 Dau Spin West Bromwich
Samuel Bates 34 Son Widr? West Bromwich
Isaac Bates 32 Son ? Carter West Bromwich
Sarah Bates 26 Dau ? ? West Bromwich
Benjamin Bates 24 Son ?? Box ???

The Whitehouse family plus Waterbury lodgers are at entry no. 96. Then there is an underlining. Over the page entry no. 97 starts with Priscilla Bates 43 dau. I think the enumerator missed off her father when transcribing the entries.

1841
John Bates 60
Ann Bates 45
Priscilla Bates 30
Saml Bates 20
Isaac Bates 20
Sarah Bates 15
Benjn Bates 14
Emma Bates 12
Elizabeth Bates 10
next door are the Whitehouse family as listed in the original post.
