Naval Service Records prior to 1924 COMPLETED

Am I right that prior to 1924, the Navy would have kept copies of Service Records for Officers, but ordinary Ratings would have actually been given their own Service Record, leaving only a very brief description with the Navy - showing duration of service, description of appearance, and indications of conduct?

Have I got that right?
