Is it possible to find a list of passengers for a given ship and year, where the people are just going on holiday rather than emigrating etc.?

I've done a bit of digging in terms of passenger lists, and they do list everyone who was a passenger on the ship. I have certainly found entries for people who weren't emigrating.
Some lists are for ships leaving the UK, others are arrivals. I don't think there are lists for every single ship however, as I have several "holes" in my research - this may also be due to incorrect transcription. The other problem is where there is limited information about the individual travelling, sometimes I've found records for a "Mrs So and So", with no additional info to tell me whether I'm on the right track.
If you've got a whole family travelling it may be easier to track them down.
