I know that Dudley registry office are very good and do a sweep of 2yrs either side of a date/year given so might be worth an ask presume it would be Stoke on trent?

Hi well I seem to making some progress. I have found a match! It looks like Williams father could have been a coal miner named Charles, Its true that the ages don't all 'tally' but the names and approximate ages are consistent, so hopefully I'm on my way to solving this mystery.
