This one is the most likely - Oldbury Road was in West Bromwich South West

Well, according to the Registrars at West Bromwich none of the following entries match the parents Charles Henry TAYLOR and Caroline MORAN:

Now where do I look? It's like the didn't exist, isn't it? :)

The 1911 census says that Charles & Caroline had been married 49 years which would make it 1861/2. It also says that they had 11 children and only 4 survived. I think one of those was Sarah. In 1891, her husband, Joseph, is with a new wife, a stepdaughter and the three children he had with Sarah. I've found a couple of death registrations in 1885/1886 so aim to purchase those certificates.

I have had one breakthrough though I found Caroline's family so that makes up for the disappointment of the entries above not being my Sarah. :)
