I think that this family is probably Mary before marriage and brother Joseph that they are sharing a house with in 1851 so expect father of Mary to be Thomas on marriage in 1848 when it is looked up --BCC says TBC so I presume it is on the list.

this was my concern -- unless it is pure coincidence on name or he is a cousin/uncle -- as you say it seems unlikely to be brother as he is apparently unmarried with father -- could be the witness -- but that still leaves the question of what the relationship is.
