The family came from Old Hill -- so presumably "Liberal Women" of Old Hill/Cradley Heath depending on how far the area stretched.
The lady in the middle with the flower in her hat is Ann Rebecca Hackett nee Crumpton (1863 -1941) and the girl standing in front of her is her daughter Rebecca Hackett (1904-NK)
From the age of Rebecca (1904) I would estimate that the picture was taken around 1910 (someone who is good on dating photos may be able to confirm that from the styles of dress of the younger women.
