I was going to agree about Sarah/Mary being a mistake but here are marriages for Samuel Bowater of WMBMD

1846
BOWATER Samuel RUSTON Sarah Dudley, St Thomas Dudley Register Office 204/007/280

1871
BOWATER Samuel ROBERTS Mary A Dudley, St Thomas Dudley Register Office 204/028/489

1873
BOWATER Samuel BIRD Sarah Dudley, St Thomas Dudley Register Office 204/031/210
BOWATER Samuel HIPKISS Mary Brierley Hill, St Michael Dudley Register Office 210/003/22

The last one seems to fit with Samuel Bowater born 1852
The other three are not found except for the one married to Sarah taht you have. So perhaps Samuel married three times? And Mary (A) just made it onto the 1871 census.

Added: :? though the marriage to Mary A Roberts is Sep qtr which would be too late for the census I think

I've had a look and it all follows ok , just the name Mary A on the 1861 and Joseph saying grandson in 1891, I think the name Mary must have been wrote down wrong Graingers.

Now I have seen those marriages I am also thinking twice.

Joseph Bowater born 4 Jan 1847 , bapt 18 Jun 1854 Rowley Regis, Samuel and Sarah
Sarah and Mary Ann baptised same day, no birthdate given (IGI extracted)

Perhaps you could get the later Sarah's marriage looked up, just to be sure. But otherwise it looks OK, and young Joseph perhaps son of daughter Mary Ann or Sarah?

Looking at it the marriage to Mary Hipkiss cant be right father is Eli on family search, possibly on BCC with daughter Mary born 1850.
So can cross that out...

Who to say 1891 joseph (c 1870) is not the son of joseph age 14 in 1861 ? (24 in 1870 poss married)
