I can see 2 George Homers married to Claras of around the right age, but one (the Walsall one) is in the 1871 census as already married, while Clara is still with her dad in the '71 census, so that leaves the following as possible:

1881
At Islington, Halesowen
George Homer Head 28 Nail Forger b. Staffs., Quarry Bank
Clara Homer Wife 30( Domestic) b. Staffs., Bromley
Frederick Homer Son 11 Scholar b. Staffs., Quarry Bank
Sarah Ann Homer Daur 6 Scholar b. Worcs., Halesowen
Walter Homer Son 1 b. Worcs., Halesowen.

Neither of the Georges are a miner on the census that I can see.

1891
At 12 Lion Place, Bristol, Gloucestershire
George Homer Head 38 Stoker in Iron Foundry b. Quarry Bank (Worcestershire)
Clara Homer Wife 39 b. Bromley (Stafford)
Frederick Homer Son 19 Labourer in Iron Foundry b. Quarry Bank (Worcestershire)
Walter Homer Son 11 b. Halesowen (Worcs.).
Arthur T Homer Son 4 b. St. Thomas, Bristol
Edith J Homer Daur 1 b. St. Thomas, Bristol

1901
At 14 ....? Terrace, Aston P., Birmingham
George Homer Head 49 Foundry Labourer b. Quarry Bank, Staffs.
Clara Homer Wife 49 b. Bromley, Staffs.
Arthur Homer Son 14 Errand Boy - Port b. Bristol, Glous.
Joy Homer Daur 11 b. Bristol
Maggie Homer 7 b. Bristol

I would say yes, as I can't see another one, but the age his wrong on BCC, the census puts his birth about 1852-3. not 1849.
