I have raised again as it would appear that you were probably correct in noting Phoebe Moreton had Thomas Moreton out of wedlock or was married before marrying James Hipkiss
perhaps this wedding would resolve :-

I would make point however that Moreton spelling used on bcc is only used once in all records I have found and that Morton is spelling used on bmd records.

We can make a note of his spelling as Morton but keep to the variant of Moreton
to aid searching on site

Just to get this right.
Marriage shows Mary Russon father as David Russon
Mary Moreton is on 1851 Census married to Thomas Moreton and James Hipkiss and Phoebe Hipkiss are shown as Father.in.law & Mother.in.law .
Therefore Phoebe must have been married to David Russon before marriage to James Hipkiss or she had Mary by David but did not marry ?

Marriage witness of Elizabeth Ruston possibly would suggest a relative and surname is Ruston not Russon ?

I will add a Phoebe Unknown and father David Russon and rest of Census Details

So Nl is suggesting opposite of my analysis and that James Hipkiss and Phoebe Hipkiss are related to Thomas Moreton and not Mary Russon (latter is what 1851 Census suggest)

Have added everything but not made connection to James Hipkiss and Phoebe Unknown as someone needs to look at ref. my comments.

It works for me as father unknown for Thomas
mother Phebe moreton who marries James hipkiss in 1826
Thos is born 1822
and on census with them in 1841
and then on census in is it 1851 James is father in law aka step father
and mother is incorrect as mother in law

I think we connect
