Rebecca is on BCC:

She magically appears in the 1881 census as the daughter of Thomas & Ellen as a 13 year old scholar living at 42 Oldbury Road, Blackheath.

Try as I might I can't find a birth record for her or any match in the 1871 census.

I've found the following marriage record in 1888:

MOLE Rebecca WESTWOOD John Blackheath, St Paul Dudley Register Office 012/002/280

In 1891 there is a John & Rebecca [born abt. 1868 Rowley Regis] living at 41 Oldbury Road; next door to Thomas & Ellen.

So that looks like her
is the marriage John or Joseph WEstwood?
