Same Regimental number.....

I am coming across a few duplicate regimental numbers in the Royal Artillery.
Two soldiers who have the same regimental number is not uncommon when they are in different battalions etc.
With these individuals, their Medal Cards have indentical entries and page numbers which means they must have served together.
Surely this must have caused some confusion?
