I think it is this Joseph NL, son of Jabez born 1828 Cradley Worcs. Someone has entered the family on BCC as born Cradley Heath, it should be Cradley, not Cradley Heath:-

New Street Cradley 1881.

Probably the same house, the names of the streets just changed
