I'm inclined to think that his surname got mangled and he is brother William Tipp.

1861 he is an able seaman aged 57
1871 Greenwich pensioner aged 58 (living with sister Sophia and family)
1881 Naval pensioner aged 69 (living with Emma, Elizabeth and Sophia)
1881 Naval pensioner aged 80 (living with Sophia)

Always single.

I wonder if they are related? Since this Emma and her sister Harriet both give father John as a shipwright on their marriage certs and your Emma's father Thomas was a shipwright too.

1802 Jan-Mar the Parish of Saint Paul, Depthford, Kent
Thomas Tipp (Ship Wright) a widower and Elizabeth Gladwell a spinster

I'll add that to what we have

first child for Thomas & Elizabeth, the baptism says

St Paul Deptford
20 Jul 1806
Tipp, Thomas s of Thos & Elizth Back Lane Shipwrt

Hopping back a generation, same church:


17 Sep 1769
Tipp Thomas & James of Thos & Eliz sh wr Back lane

and

1 Mar 1772
Tipp, John of Thomas & Eliz sh wr Back Lane


Same parents, address and occupation so I think this is your Thomas (b. 1769) and also the John.

James was buried 8 Sep 1769, St Paul, Deptford and there are a couple of sisters too.

Oct 1766
Tipp, Sarah of Thos &Elizth sh wr Back Lane


Feb 1776
Tipp, Harriot of Thomas & Elizabeth shipwrt Back Lane


I'm not sure it is worth putting on BCC, but OK to have here maybe?
