I think this Agnes Barnsley:

Is the daughter of Joseph and Ellen here:

Note Joseph the fathers occupation in both cases.
Agnes is not with them in 1871, and I can't find her anywhere, and in 1881 she is working away from home. By the time of the 1891 census she is married.....(I'll come to that later).

In 1901 She and her husband (Joseph William Skidmore) are at Hays Road, The Hill. Two doors away are James Skidmore (Joseph Williams brother) and his wife Mary Ann Barnsley.

In the house in between are Joseph and Ellen Barnsley, Mary Ann's parents - I think they are Agnes parents too.

Was bapt 8 Nov 1835, St Michael, Brierley Hill, son of Joseph Skidmore and Louisa (nee Cooper).

His wife Louisa was Louisa Chadwick, b abt 1841, Broseley, dau of William & Ann Chadwick. She had previously been married to a Henry Gething who died in 1861.
