I believe that this Emma Westwood http://bcconnections.tribalpages.com/tr ... ver=337610
is the mother of this Mary Ann Westwood http://bcconnections.tribalpages.com/tr ... ver=337610
Hence the connection to Frank Williams adopted son. Caleb Hadley married Caroline Westwood a sister of Emma Westwood and Caleb himself was a brother of Elizabeth Hadley mother of Edwin Lloyd Williams father of Frank Williams http://bcconnections.tribalpages.com/tr ... ver=337610

The only problem is that Alfred Westwood is still alive in 1881

so if that is the same Emma .....why would Emma call another child Afred if it is her kid here
1881:64, Hackett St
John Hill 42 Widow Lab at Stone Quarry Redditch
Emma Westwood 52 Lodger Warley Wigorn
James Westwood 18 Son U Lab at Stone Quarry Halesowen
Mary Ann Westwood 22 Dau U Halesowen
Joseph Westwood 16 Son U Lab at Stone Quarry R/Regis
Elizabeth Westwood 12 Dau U R/Regis
Saml. Westwood 8 Son R/Regis
Alfred Westwood 4 mths Son R/Regis

Emma is with family in 1841 and 1851
her son Alfred is with G.parents in 1861 and then g.mother in 1871
so where is Emma in 1861

This Mary Ann Westwood's son http://bcconnections.tribalpages.com/tr ... ver=337684
and this is Emma Westwood's son http://bcconnections.tribalpages.com/tr ... ver=337684
Emma Westwood was the grandmother of Alfred Westood born 1880.On the 1881 census it's Mary Ann Westwood's son.
Also itls the Woodhouse Hadley Williams connection. It makes sense that Edwin Lloyd Williams would let his son Frank Williams be adopted by Mary Ann Hall nee Westwood if they were related albeit by marriage.
As for where Emma Westwood was in 1861 i can't find her and neither can i find George Parkes who was the father of Emma's son Alfred Westwood born 1855.Then there's the figure of John Hill looming/lurking in the background.
