Steventon - is this completed now?

Hi,
I am interested in Phoebe (Phebe) Steventon she is my 3x great grandmother. I have a copy of her marriage certificate so the information that I am sure of is:-
She married David Lowe 13th October 1839, her residence at that time Black Heath in the parish of Rowley Regis. Her father was
William Steventon (deceased) he was a miner. David's father was David Lowe he was a nailer. Witnessed by Henry Harvey and Kaziah Blackham.
I am trying to find out if Phoebe's father William is the same William Steventon hanged for murder. In the 1871 census Phoebe's place of birth
is Oldbury, I know the details in 1871 are correct and I have the right person. Does anyone have any information or give me any clues as to where I could look for information. I don't know the area and sometimes it comes under Worcestershire and sometimes Staffordshire, very confusing.
Thanks for any help
Ruth

There seems to be a Pheobe Steventon born 1817 in Oldbury, parents William and Elizabeth.
Did this Phoebe marry David Lowe? Is this the Phoebe in my family tree?

None of us can tell you who your Phoebe is Ruth, something you have to decide for yourself, by collecting all the available information on the family, in the end you have to make an estimated guess, or leave it open with a red flag. Linell.

I have found information on William (Billy sugar) Steventon, but I don't know how to
be sure that it was his daughter Pheobe that married David Lowe. Although in the 1871
census they have a John and Sarah Harvey living with them but the birth dates are 1800 and
1878 which do not seem to be right.
