There are three John T Homers born in the period 1895-1900 on WestMidsBMD:
1895 Rowley Regis
1896 Dudley
1900 Rowley Regis

I suggest the 1896 one is most likely - what are the chances of more than one of them having a father named Eli? - can we see the other two in 1911?

Not familiar with Fountain St - is it by any chance connected to the other street mentioned, and therefore the house may have been listed at different times in different streets if it was on the corner of the two, or did the family simply move about a bit?

In 1901 there is only one John Homer born in this period with father Eli listed in whole of England:
