ON BCC - Phoebe Stevens B1802 who married Joseph Bloomer is the daughter of Edward Stevens and Phebe Rhodes.
IGI M010091 10 June 1824 Tipton.
Don't have copy of marriage only IGI reference
Named in will of Edwards Stevens her father.

No - no mention of Joseph Bloomer in will. But in probate proved for Sarah, Phoebes sister who married Joseph Henley Manswell, executors Joseph Connop and John Bloomer nephews.
Benjamin Connop is mentioned as an amount on mortgage in the will.
I also have an written article by Dan Petford Fellows about his memories of the family - slightly inaccurate but good when worked through.

Witnesses to Joseph and Phoebe's Marriage were Thomas Southall and James (Brindley.)
