Francis Webb b 1824 ARC TBC?

Francis Webb on BCC here:

Firstly think he was born about 1824 - have found him in every census between 1851 and 1901, and although two of them point to slightly different years he is otherwise consistent with this date. Have also found him on BMD - his death in 1904 gives his age as 80.
I suspect his daughter, Elizabeth is the same as this one here:

I note that 'Annie' alludes to this in the notes for Francis daughter Elizabeth.
Can anyone find him in 1841 census? - I have looked and failed.
I know there were two earlier Francis Webbs b in Brierley Hill - both of which, being members of the same family, are distant cousins of mine - as the name combination is not that common I suspect there may be a connection, which for the first time that I have found would mean that I am my own cousin!
If we can't find him in 1841 then I will have to add him to the long list of lookups/ certs needed, which I should be able to get round to soon.
